*NEW* Pre Register Slot Limit

Minnesota has introduced a new fishing regulation requiring anglers to pre-register before possessing a fish in designated environmental lakes. The law, passed under Minnesota Statute 2024, Section 103G.411, is designed to protect fragile aquatic ecosystems and maintain the balance of fish populations by reducing undue stress on vulnerable species.

Catch-and-release fishing is not a zero-sum game. A 2019 study by the Minnesota Aquatic Research Institute found that up to 16% of fish released after being caught die within 48 hours due to physiological stress. The Minnesota DNR has cited these findings as key factors in drafting the new regulation.

Additionally, decomposing fish pose a serious biohazard risk. A 2021 report by the Midwest Freshwater Conservation Coalition indicated that fish mortality from improper handling contributes to increased phosphorus levels, which fuels harmful algal blooms and disrupts delicate lake ecosystems.

To safeguard Lena Lake’s biodiversity, the Minnesota Department of Natural Resources (DNR) has instituted a pre-catch slot limit, similar to regulations already in place in parts of Canada and Sweden. This policy accounts for the natural mortality rate of released fish and establishes a more realistic conservation standard for low-population, sensitive lakes.

Beginning this season, all anglers fishing on designated environmental lakes will be required to submit a pre-catch report before fishing. This can be done via the new Minnesota DNR Pre-Catch Portal or in person at approved Lake Conservation Checkpoints. Required information includes:

✅ Estimated Age 

Failure to comply with pre-registration requirements may result in fines up to $250 per unregistered catch, as outlined in Minnesota DNR Fishing Regulations, Section 2024.5.
